Project scope and objective
The Popayán-Santander de Quilichao second lane project (the “Project”) is located in the center and north of the Cauca Department, Colombia. The Project, with a total length of about 76 kilometers, starts from the north of the city of Popayán and runs across the towns of Río Blanco, El Cairo, Piendamó, Tunía, Pescador and Mondomo to Santander de Quilichao.
The Project is divided into four functional units (FU): FU1 Popayán-Piendamó, 19.23 kilometers; FU2 Piendamó-Pescador, 21.89 kilometers; FU3 Pescador-Mondomo, 15.45 kilometers; and FU4 Mondomo-Santander de Quilichao, 19.52 kilometers.
Once the Project is concluded, it will improve the mobility and competitiveness of the Colombian south-west, as well as the connectivity with the center of the country, Ecuador and the south of the continent.
The involvement of the IIC will help supplement long-term financing in collaboration with international commercial and local banks contributing recourses in US dollars and Colombian pesos.

Environmental and social review
IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
