Delivering on the Sustainable Development Goals (SDGs)—an ambitious agenda for improving people’s lives and the planet’s future by 2030—requires more resources than are currently devoted to development.
In fact, the annual investment gap for meeting those goals is $2.5 trillion per year, according to United Nations estimates. Blended finance is a strategic tool to bridge that gap by catalyzing private capital towards projects with a high development impact.
Blended finance is the targeted use of concessional funding in high-impact projects in which actual or perceived risks are too high for commercial finance alone. For instance, a project may be sound economically but struggle to access commercial capital because of lack of familiarity in a given technology, limited market track record, uncertain revenue stream or inadequate contractual arrangements.

| Caribbean Net-Zero and Resilient Private Sector
IDB Invest is in the process of submitting a funding proposal for the Green Climate Fund (GCF), titled Caribbean Net-Zero and Resilient Private Sector. The proposal is expected to be considered during the thirty-ninth meeting of the GCF Board (B.39) that will take place from Monday, 15 to Thursday, 18 July 2024. Following GCF policies, the Environmental and Social Risk Assessment and Management Annex for the funding proposal is accessible below in English, Spanish, French and Dutch, the official languages of the eligible countries for this program.

| Meet Our Expert
Before joining the IDB Group, Matthieu worked as Structured Finance Senior Specialist for the Green Climate Fund, the largest multilateral climate finance fund. He also worked at BNP Paribas as Vice President in Structured Debt Capital Markets with a focus on Latin America and the Caribbean. Matthieu earned a master’s degree and a bachelor's degree in finance from Grenoble École de Management (France).
