Project scope and objective

AQUA is an intensive tilapia farming operation that can produce year-round thanks to an innovative system that uses high volumes of gravity-fed water. Once harvested, the fish are processed for sale as fillets for export and as gutted, whole fish. The fish scraps are used to make fish meal, one of the chief ingredients of balanced feed for animals, including fish.



The project involves the following:




  1. Construction of an intensive tilapia farm with six concrete reproduction and initial growth ponds (fifteen to thirty days); thirteen earthen ponds, where the fish are kept until they weigh 80 grams; sixteen concrete canals where the tilapia are moved and kept until they weigh 350 grams, and thirty-two grow-out canals where they attain 900 grams, which is the best weight for obtaining fillets for export.
  2. Building an emergency pumping station, a laboratory, and a central warehouse.
  3. Building a fillet processing plant capable of processing up to 4000 tons of tilapia yearly.
  4. Purchasing machinery and equipment for the processing plant.
  5. Acquiring brood stock and developing biomass for ensuring year-round farm and processing plant operations.



The project will cost an estimated US$8.5 million, of which the IIC will provide US$2.8 million in the form of a long-term loan.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
