IDB Invest’s Access to Information Policy provides for a two-stage review process by which parties requesting information can request a review of a decision to deny access to information pursuant to the terms of the Policy.
The requester may first request that IDB Invest’s Administration Committee review a denial of information to confirm the correct application of the Policy and its exceptions. In a second stage, an External Review Panel may review any denial of information by the Administration Committee, to verify the correct application of the Policy and its exceptions.
The Panel may confirm or reverse the denial decision rendered in the first stage. If the Panel reverses the Administration Committee’s decision to deny access to information, the Panel will grant the requester the information requested, which is the sole remedy available. The decisions of the Panel are final and not subject to further review.
The Access to Information External Review Panel is composed of three external members, independent of IDB Invest, who are internationally recognized experts on Access to Information and Transparency issues in the Latin American and Caribbean Region with focus on the private sector. The three members are nominated by IDB Invest General Manager and appointed by the Board of Executive Directors for a three-year renewable term, up to a maximum of six years.
