Project scope and objective
The Ministry of Public Works and Communications of Paraguay (MOPC) has signed an addendum to the PY02 Highway concession agreement with the Special Purpose Vehicle Rutas del Este, made up of Sacyr Concesiones (60%) and Ocho A (40%). Through this addendum, the highway will be expanded to improve connectivity between the capital, Asunción, and other parts of the country, enhance safety, and promote regional development.
The project consists of a structuring road network, which includes key works such as the Ypacaraí–Areguá bypasses and a 3.6-kilometer elevated urban expressway with two carriageways and four lanes, connecting Ñu Guasú and Silvio Pettirossi avenues. It also includes two new connections to Route PY02 that are essential for improving connectivity. The first connection begins at kilometer 41 of Route PY02, enhancing accessibility via Ypacaraí, Patiño, Areguá, and Luque. The second connection starts at kilometer 43 and will enhance access through San Bernardino.
Both corridors will be part of the Structuring Road Access Network, which will link to Ñu Guasú and Silvio Pettirossi avenues, establishing a more efficient system for entering and exiting the metropolitan area. The proposal also includes the comprehensive operation and maintenance of the road network, ensuring its long-term functionality.

Early disclosure
