Project scope and objective
The Project consists of a Public-Private Partnership (PPP) contract for the design, financing, construction, operation, and maintenance of National Route No. 1 in Paraguay (the “Project”), to be awarded by the Ministry of Public Works and Communications (MOPC).
The Project primarily involves the expansion and modernization of approximately 108 km of existing operational road segments (brownfield), including the duplication to four lanes, as well as the construction of bridges, interchanges, and bypasses to divert traffic from urban areas. The PPP contract will have a 30-year term.
For execution and revenue calculation purposes under the contract, the Project is divided into 18 sections or functional units, each with a specific weighting.

Early disclosure
For projects with high environmental or social risk an Environmental and Social Strategy (ESS) is prepared early on during the project appraisal and prior to carrying out the environmental and social due diligence (ESDD). The ESS includes the initial E&S risk categorization and a brief description of potential Performance Standards applicable to the project. The ESS for this project is available below.
