Project scope and objective
The project consists of a syndicated loan of up to US$1,500 million to Fertil Pampa S.A.U., intended for the design, construction, operation and maintenance of a Granulated Urea production plant that will be located in the port area of Bahía Blanca, Province of Buenos Aires, Argentina. The financing will have a final maturity of up to 9 years and will consist of an IDB Invest loan of up to US$300 million and a combination of funds mobilized by IDB Invest and parallel loans of up to US$1,200 million.
The funds will be used for the construction of: (i) an ammonia and carbon dioxide production plant, (ii) one or more Granulated Urea production plants, (iii) auxiliary units and storage capacity, (iv) finished product dispatch facilities, as well as (v) infrastructure necessary for the supply of natural gas, water and electricity.

Early disclosure
For projects with high environmental or social risk an Environmental and Social Strategy (ESS) is prepared early on during the project appraisal and prior to carrying out the environmental and social due diligence (ESDD). The ESS includes the initial E&S risk categorization and a brief description of potential Performance Standards applicable to the project. The ESS for this project is available below. Together with the ESS, IDB Invest also provides access to the client’s preliminary E&S documents that will be reviewed during the ESDD.
