Project scope and objective

The project of Camino a las Sierras S.A. consists of the reconstruction and maintenance of a section of Ruta 8, a toll road connecting the capital city of Montevideo, in the south of the country, with the city of Melo in the east, and also linking with the road system in the south of Brazil.



The total length covered by the project is about 82 kilometers, between the cities of Pando and Minas. The route is an important connecting link between the capital city (which is also the country's main port) with a region rich in agricultural production, rice production, cattle, wool and forestry products. Both Pando and Minas have significant industrial activity. Furthermore, Ruta 8 is the main road link with southern Brazil, and is thus an important corridor for Uruguayan exports and imports with this neighboring country. The Company will operate under a B.O.T. concession that will operate and receive the proceeds of the existing toll.



The reconstruction of Ruta 8 aims at the improvement of traffic safety through the re-paving of deteriorated driving surfaces, reconstructing of shoulders, better signaling, illumination at intersections, and the construction of a two-level crossing at the intersection with Ruta 11, one of the most dangerous crossings in Uruguay.



IIC's role in the proposed transaction is important for the following reasons:



It will improve the road system, enhancing transportation efficiency between the capital city and one of the main productive regions of the country. It will also promote regional integration through a better communication with Brazil, Uruguay's main commercial partner.



The re-paving of Ruta 8, the improvement of the signalization and illumination, and the new two-level crossing at the intersection with Ruta 11 will improve safety and contribute to the reduction of car accidents. The new operation will provide users with services such as medical emergency and mechanical assistance, which today are unavailable.



The project will have a positive social and economic impact from various perspectives. It will create 30 direct jobs and significant number of indirect jobs. During the construction phase (estimated duration: four years), it will create another 70 jobs.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
