Project scope and objective
The project consists of an anchor investment by IDB Invest of up to US$30 million or 20% of the capital commitments in the Fondo de Inversión Senior Loans BDC 3 Vinculado a la Sostenibilidad (the “BDC Peru Sustainability-Linked Debt Fund” or the “Fund”), the first Peruvian sustainability-linked fund focused on providing senior secured and structured financing to profitable companies in the corporate and mid-market segments, primarily those generating U.S. dollar-denominated revenues, while promoting measurable improvements in their sustainability performance (the “Project”).
The Fund will be managed by BD Capital Sociedad Administradora de Fondos S.A.C. (“BD Capital” or the “Fund Manager”), an independent Peruvian private debt management firm. Founded in 2014 by former Citibank executives, BD Capital is one of Peru’s largest private debt managers, with more than US$400 million in assets under management (AUM) and an established track record.
With a target size of US$150 million and a hard cap of US$250 million, the Fund is designed to mobilize capital from local and international investors for the benefit of approximately 15 underserved middle segment enterprises, by providing access to financing with pricing linked to sustainability performance, with an emphasis on (i) reducing Greenhouse Gas (“GHG”) emissions; and (ii) increasing women’s representation in leadership positions.
The Fund represents a significant opportunity to advance the sustainability-linked finance market. It offers investors a new way to finance companies while incentivizing mid-market companies to promote female leadership and use resources more efficiently. The Fund’s Sustainability-Linked Debt Framework will enable investors to support companies with strong commitments in both areas, while fostering transparency and accountability regarding the achievement, measurement, and reporting of sustainability targets and indicators associated with sustainability-linked loans and bonds.

Environmental and social review
IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
