Enrique Rebolledo es oficial de sinergias público privadas en cambio climático en BID Invest, con más de 16 años de experiencia en financiación climática. Ha sido experto para la Comisión Europea, desarrollador de proyectos de reducción de emisiones, y promotor de inversiones público y privadas para aumentar la resiliencia climática. Su principal interés es integrar el riesgo climático en las operaciones de las entidades financieras.

- Equity and Mezzanine Team
The Equity and Mezzanine team at IDB Invest is responsible for sourcing, originating, structuring, closing and supporting the supervision of direct equity investments (growth equity and venture capital) and mezzanine financing to support innovative, disruptive, high-growth and competitive companies in Latin America and the Caribbean. The team includes five professionals with a seasoned international expertise in investment structuring and management: Julius Landell-Mills, Javier Barsantini, Cristobal Salas, Mónica Salazar and Carlos Sánchez.
- Eric Ulloa
Eric has been an Investment Operations Consultant at IDB Invest since 2021, first supporting the origination and structuring of high-impact financing operations for financial intermediaries in Central America and Mexico and recently in supervising projects for the financial intermediary segments. , infrastructure and energy in the southern cone and Andean region. Eric has played various roles in both the public and private sectors. Before joining the IDB Group he worked as Relationship Manager for the Government sector at Banistmo, a subsidiary in Panama of Grupo Bancolombia. Eric has a Bachelor's degree in Finance from Southern Methodist University (Dallas, USA) and a Master's degree in International Business and Policy from Georgetown University (Washington DC, USA).
- Ernesto Cuestas
Ernesto is an Investment Officer, Financial Institutions at IDB Invest, which he joined in 2017. He is responsible for originating and structuring solutions that expand access to financial services with banks and financial institutions in Central America, Mexico and the Dominican Republic. He previously worked at IDB’s Assessment and Supervision Office, where he analyzed the performance of debt and capital operations through financial institutions. Before joining the IDB Group, Ernesto worked for Bancolombia Group in El Salvador as Financial Analyst and Credit Risk Officer for corporate banking. He subsequently worked for the Salvadoran government in a project to develop public-private partnerships financed by the Millennium Challenge Corporation and co-chaired the design of a facility to attract foreign investment. Ernesto earned a master’s degree in advanced management from Yale University (USA) and a professional degree in economics from Escuela Superior de Economía y Negocios - ESEN (El Salvador).
- Eusebio Garre
Eusebio Garre is the Director - Head of Funding of IDB Invest, where he manages IDB Invest's global borrowing program and investor relations activities. Eusebio joined IDB Invest after 13 years at Deutsche Postbank in Germany, where he managed $30-40 billions of annual capital and money market funding programs as Head of Liquidity and Capital Management. Eusebio holds a graduate degree in economics (Diplom Volkswirt) from the University of Cologne, Germany and executive certifications from the IESE Business School, Barcelona and the European School of Management and Technology (ESMT), Berlin.
- Eva Heiss
Eva Heiss is a principal environmental and social risk specialist at IDB Invest, which finances private-sector projects in Latin America and the Caribbean. In her role, she is dedicated, among others, to receiving, managing, and monitoring environmental and social grievances. Her expertise includes non-financial risk analysis, stakeholder engagement, conflict analysis, and social conflict mediation. Before joining IDB Invest, she worked on strategic outreach, dispute resolution, and generating lessons learned in the IDB Group's accountability office. She has experience in multi-sectoral sustainable development initiatives, both in the non-governmental, multilateral, and private sector. Eva has a Master's degree in Climate Change and Development from the University of Sussex in England and a Diploma in Management and International Trade from the University of Applied Sciences in Germany, in addition to training in environmental and social conflict mediation.
- Fabio Fagundes
Fabio is Division Chief, Financial Products and Services at IDB Invest, which he joined in 2016. He is responsible for the syndication, foreign trade financing, equity and mezzanine investments, blended finance, debt capital markets and structured finance business strategy. Before joining the IDB Group, he worked at the Wholesale Banking Office of Banco Real in Brazil and at ABN AMRO Bank in London, both positions international in scope. He worked as Global Mobilization Director of Trade Assets at Grupo Santander in Madrid. Fabio has more than 25 years of experience in the international financial sector. Fabio earned an Executive Master in Business Administration (EMBA) from TRIUM, an alliance among the Stern Business School at New York University (NYU), the London School of Economics (LSE) and HEC Paris Business School. He holds an MBA in finance from Instituto Brasileiro de Mercado de Capitais and a graduate degree in foreign trade from Universidade Federal do Rio de Janeiro (Brazil).
- Fabrizio Opertti
Fabrizio Opertti is the Integration and Trade Sector Manager of the Inter-American Development Bank (IDB). Previously, he directed the IDB Division of Trade and Investment, between 2011 and 2018. He directed the creation and organization of several of the main trade forums of the IDB, among the Americas Business Summit and the Global Services Forum - Outsource2LAC. He obtained an MBA from Johns Hopkins Business School, a Masters in Science from the Georgetown University Foreign Service School and a Bachelor's Degree in International Political Economy from American University.
- Federico Chiaramonte
Federico is an Investment Officer, Infrastructure at IDB Invest, which he joined in 2009. He is responsible for originating and structuring financing for toll roads, mass transportation projects, ports, wind farms, geothermal and solar projects in Argentina, Brazil, Colombia, Chile, Mexico, Panama and Peru. He has led one-of-a-kind financing transactions that were awarded as Deals of the Year by IJ Global and Project Finance International. Before joining the IDB Group, Federico worked on the project finance team of BNP Paribas in Milan, Italy. Federico has extensive experience on infrastructure and renewable energy investments. Federico earned a Master of Science in Management from the Bocconi University in Milan (Italy), and a bachelor’s degree in economics from the University of Milan (Italy).
- Federico Rey Marino
Federico Rey es oficial de crédito en BID Invest. Con base en Buenos Aires, Federico es responsable del seguimiento de operaciones de corporaciones y entidades bancarias y financieras en la región. Federico se unió a BID Invest en junio de 2016. Con anterioridad, se desempeñó como head of equity research para Raymond James Latin America. Asimismo, trabajó como analista en Standard & Poor’s, dedicado a las entidades financieras de la región. Complementando sus más de 15 años de experiencia, Federico ocupó, además, el cargo de oficial de riesgos en entidades bancarias internacionales con sede en Buenos Aires. Federico es licenciado en administración de empresas por la Universidad Católica Argentina y master en finanzas en la Universidad del CEMA, en Argentina.
