Project scope and objective
The operation consists of a credit facility granted to Liberty Telecomunicaciones de Costa Rica LY, S.A. (“LCR”) to finance the acquisition of 5G spectrum, the expansion of its mobile network, and the deployment of fiber-to-the-home (the “Project”). The Environmental and Social Due Diligence (“ESDD”) included a review of technical and sustainability documentation, previous supervision visits conducted by IDB Invest, and virtual meetings with LCR staff to assess the implementation of its Environmental and Social Management Systems (“ESMS”).
As part of the Project’s commitment to human rights, zero tolerance for retaliation, and the promotion of a safe environment for raising concerns, the ESDD also considered the review of the company’s key policies, including its Code of Conduct, the Business Partner Code, and the Workplace Gender-Based Violence Policy.

Environmental and social review
IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
