Biography

Angela Miller has over 30 years of experience in environmental, social, and governance risk management, sustainability policy, and development effectiveness across infrastructure, energy, agribusiness, and financial intermediary operations in Latin America and the Caribbean.

She has held senior leadership roles at IDB Invest and previously at the Inter‑American Investment Corporation (IIC), including Director of the Environment, Social and Governance Division, Acting Managing Director of ESG, and Division Chief of Development Effectiveness / Environment and Social, where she led multidisciplinary teams and drove institution‑wide ESG and policy reforms. In these roles, Ms. Miller spearheaded the development and Board approval of the DELTA development effectiveness framework and led the design and adoption of the institution’s first Sustainability Policy aligned with Performance Standards.

Prior to joining the IDB Group, Ms. Miller held senior environmental and social roles at the U.S. Development Finance Corporation and Dames & Moore, working on complex infrastructure projects in emerging markets. She holds an MSc in Ecological Economics from the University of Edinburgh in the UK and a BS in Geo‑Environmental Engineering from Queen’s University in Canada.
